It is not possible to create an account that does not have an email account. The account is required for processes such as activation and password reset.

Hi,

Can you tell us what you set the memory to, e.g. 2GB?
Which platform are you running on (Windows 10, Mac, etc.)?
If on Windows, are any exceptions reported in the associated console window of Protege (a Windows command-prompt window)?
